database server hang and free memory is 0

Hello,

We have four database instances on same production server. There are four different applications..yesterday and today we the following issues and have to restart the database server.

1. database connection issue. ORA-12545:Connect failed because target host or object does not exist”. from client side
2.ora-12518 error. 
in lister log file.

3. memory leak, the free memory is 0

4. the application run very slow and some users cannot connect to database at all.

5. tnsping from all client side shows slow responding or no responding for all all TCP ports for  all 5 listeners.

the situation is for all 4 database applications.
 
our DB server has 32G momory and usually it only use 5G-7G.
