Format Menu in Siebel tools

Hi,

Recently, we upgraded Siebel from 8.0.0.9 to 8.1.1.7.

In 8.0.0.9 tools, if you click on Format menu, we can see various options under it like Align, Make Same Size etc.

However, after 8.1.1.7 tools installation, Format Menu is not opening. It does not open in Edit layout as well.

Please see below screen shot of it.

Has anybody faced this issue before?
