Custom System Administrator Responsibilities

Hi,

I am trying to create a responsibility for my IT help desk that only allows them access to the define users part of the System administration menu.  I have tried adding several menus to the responsibility but none of them seem to work.  Has anyone ever done this and can you share the set up?  I am on eBusiness Suite 12.1.3.  We are using the old responsibility security model NOT the RBAC model.  Thanks.
