poolcfg cpu.pinned in fixed size pool ?

Hi all
I understand the feature of cpu.pinned from poolcfg to not allow the poold to remove the given cpu/thread.

If we have a fixed size pool, min and max have the same value. Makes cpu.pinned sense there?
poold is not allowed to remove a cpu then. Are there situations where poold may replace
cpu's with others? Or does cpu.pinned make no sence in such pools?
