Agile 9.3.1.1 Disabling System Access is not persiting a reboot

We are perfoming DR testing and would like to disable access to non-admin users like the Disable System Access button in the Java client allows.  What we have found is this setting does not persist a restart for us.  We are running Agile on a weblogic cluster. I have tried suncing the admin cach afterwards and that does not seem to help.  I was wondering if there was a table update I could make that would ensure this persisted simular to the disable SMTP emails that is documented in the Oracle KBs.
