US PAY: California Garnishment Calculation Change in Q1 2013 Statutory Update ?

On the Q1 2013 Statutory Update Highlights it mentions California Garnishment Calculation Change, yet on the Read Me there is no reference to the change.  Just wondering if anyone knew what this change was in reference to,as I have gone to the California website also and don't see where there is any change in their garnishment rules.  Thanks for your help.  Annie
