Seeking an advice for resolving slow workload replay issue

A Replay Client is not able to issue the captured workload at the requested rate

Customer  trying to replay workload captured in 10g database in an 11g database with configuration matching our future production. A backup of o production DB (10g) has been created and then workload captured for about 11 hours. Next, they have restored production DB from its backup into dev environment, installed 11g database in another dev environment and exported data from 10g and imported it into 11g.In the past couple of days, they are replaying workload in the test 11g database. The replay goes much slower than capture – more than 10x slower
