How to activate the newly deployed language LOVs in a bach?

I installed Siebel 8..1.1.5 SIA for both ENU and CHS language.

The detailed steps:

1.Install the ENU as the base language and import the seed data,hence,all the LOVs in ENU are active.

2.Add the Language CHS to the repository,the LOVs in CHS are import but as inactive as default.

3.Run the database utility>Multilingual List of Value Conversion>Translate,but it does not activate List of Values data for non-base languages(CHS).

I go through the Gloable Deployement Guide,the Chapter 6 Localizing Global Deployments>Localizing Lists of Values and Multilingual Lists of Values,there is a word:

"NOTE: In general, LOVs for newly deployed languages are inactive by default. You must enable the LOVs you require by using Siebel EIM or the List of Values view in the Administration - Data screen."
