Can EM 12c monitor non-oracle database and application server resource usages?

Hello,

we have some applications based on Sql Server database and IIS,Tomcat application server etc non-oracle DB and non-Oracle  application servers. we also have some applications based on Oracle DB and non-oracle application servers. we need a tool to monitor all  application servers and all database servers resource usages like CPU,memory,disk,IO usages  etc and send an email to admins once there is a low resource. . Can EM 12c do that? if yes, any license requirement? if no, what other tools do you usually use for Windows Servers 2008,2003 on monitoring resource usage?
