Oracle Pick Release SRS releasing lines in Production Open status

Hi,
We have been lately observing that Oracle Pick Release SRS program is releasing lines which are in Production Open status. There has been no change on the Release rules. Though the linesa re getting backordered after release, should they be considered for Pick Release at all? Please advise.
