OTL : Preference Precedence between Employees Preferences and Timekeeper Preferences

Lets say the employee has the following Preference

 Preferences for Employee:
1. Timecard Delete Allowed
2. Timecard StatusAllowing Edits (Self Service Timecard Status that Allows User Edits)
(Retro - so that he can update/delete all the time cards)
Past Number of Days to 30

Similarly for Time Keeper Preferences for
1. Timecard Delete Allowed
2. Timecard StatusAllowing Edits (Self Service Timecard Status that Allows User Edits)
Past Number of Days to 365

The Time keeper has higher precedence.....

When the Timekeeper Logins in and Queries the Employee, Time Keeper also has access to 30 Days for this Employee.
Why is this behavior.

I understand there is a work around available for this
