DBMS_DST.END_UPGRADE failed

Upgrade timezone on oracle 11G (11.2.0.1). when run DBMS_DST.END_UPGRADE (:numfail), it's failed with the error messages as the following:

ORA-01089: immediate shutdown in progress - no operations are permitted
ORA-06512: at "SYS.DBMS_DST", line 141
ORA-06512: at "SYS.DBMS_DST", line 1166
ORA-06512: at line 2
Process ID: 2284
Session ID: 66 Serial number: 3

DST_PRIMARY_TT_VERSION is 11, DST_SECONDARY_TT_VERSION is 4 and DST_UPGRADE_STATE is upgrade.

numfail is zero.

any suggestion or idea is appreciated.
