Multi line operation in Work Order

Business user creates the Workorder with multi line operation.  Oracle Standard functionality is user can complete the Workorder  without completing the all operations.  But business user wants:  Oracle should not allow to complete the Workorder,  if one of operation is not completed.

Business user consider is as a show stopper and project is on hold.

Any help !!!
