Oracle R12 HTML Attachment Issue

 When viewing attachments in the R12 HTML pages (this issue does not occur in the forms) once the user opens the first attachment, every attachment viewed after that shows the first file that was open.
This is occurring in all modules and for all users. Looks to be a Java or browser related issue.

Has anyone ever come across this issue?
