Creating Custom Themes

Prior to Release 22, there was a link in the Admin abilities to create a custom theme. And even now, if you go to the CRMOD help information, it still directs you in the following fashion: Admin >> Application Customization >> Application Setup >> Themes. There is no such "Themes" link under the Application Setup section after Release 22 went live. Does anyone know where this was moved to, and how I can access it?
