Cannot Mark a Tax as Available for Transactions

Hi,

When I tried to enable the 'Make Available for Transactions' checkbox at Tax Definition Level I cannot do it and appear a message that I need to associate a Tax Rate to this Tax.

However, I have defined 2 Tax Rates associated to the Tax.

How can I resolve this problem?
