When defining Shipping parameters, not able to check 'Raise Business Events' and UOM field is disabl

Hello Team,

I am defining Shipping parameters, but not able to check Raise Business Events under General tab and UOM field under delivery tab is disabled. I need to enter value in that field. Please suggest.
