Can i use api created for isetup from pl sql

Hey guys,
I have to setup for more then 1500 Organization, not possible for me to do from front end in given time. I need to do it using API's but there is no public api available for them.
So i think about to use API which used by iSetup Loader to load  WIP Parameters, BOM Parameters, Sub inventories, WIP Account Classes and so.
Can  i use them from pl sql and how i can use. Or is there any other way to do setup from back end..
