No Folders enabled in RLM - am I missing something?

I realize that this not OM related, but this is the closest group I could find.

We are in the process of setting up RLM for the first time and I am not seeing any folders in any of the forms.  Usually there are no setup requirements, for folders, so I am wondering am I missing something or were there no folders created in this APP?
