Price Book not showing modifiers

In CRP1, when generating a price book, all modifiers appeard in report.   In CRP3, we only see list price.  The only difference between CRP1 and 3 was turnig on pricing security.    I turned off pricing security and still no modifiers.   Where should I be looking?
