Issue: While applying patch#16592928:R12.AP.B getting following error:

FAILED: file AFSCGBLS.pls on worker  1 for product fnd username APPLSYS.

Cause: Start time for file is: Mon Apr 08 2013 20:57:41

package /app/pcldev/apps/apps_st/appl/fnd/12.0.0/patch/115/sql/AFSCGBLS.pls 

AD Worker error:

ORA-04021: timeout occurred while waiting to lock object 

Failed to execute statement. Statement is

create or replace package FND_GLOBAL as

/* $Header: AFSCGBLS.pls 120.6 ...

AD Worker error:
