unable to download korean, Chinese attachments from crmod in windows 7

Hi Champs,
We faced a strange issue. While testing on demand in windows 7 supported machine, we found that we were unable to download attachments with Korean and Chinese names. FYI this is not the content, but the file name which is causing the issue. If we rename the file name to english (with contents in Chinese, Korean), then it allows us to download.

We have taken help from many experts, checked and compared the browser settings but nothing seems to work.

If anyone faced such issue, please help.
