table [AP_SYSTEM_PARAMETERS_ALL]'s state is not following the Group's state

I have a question as below:

EBS :Administrator → Security : AuditTrail : Groups

Set [SQLAP.AP_SYSTEM_PARAMETERS_ALL]'s Group State to[Disable-Prepare for Archive]

[Disable-Prepare for Archive] is [G]

At this group there is one table be audited. The table is [AP_SYSTEM_PARAMETERS_ALL]

Run [AuditTrail Update Tables]

The table [AP_SYSTEM_PARAMETERS_ALL]'s state is still [N], doesn't change to [G]

I test other groups, then I found the table's state is follow the Group's state,

but the table [AP_SYSTEM_PARAMETERS_ALL]'s state is not following the Group's state.

Why?

The version is 12.1.3
