FNDSM is not starting in R12.1.3

Hi ALl,

We are using R12.1.3 , FNDSM (service  Manager) is not starting and strangly it is not creating any log in $LOG_HOME/appl/conc/log

Except OPP all other manager is running fine

I have tried note id : Concurrent Processing - After Cloning all the Concurrent Managers do not start for the cloned Instance [ID 555081.1]  but still not able to startup FNDSM

In Internal Manager log file i am seeing : Routine AFPEIM encountered an error while starting concurrent manager FNDCPOPP.
