can we restrict the user to do full receiving of items ?? Inpite of do partial receiving of items ??

It is our client Requirement to do full receivng againts the PO Inspite of doing Partial Receiving ?? so is possible on the Receivng Form to do that ??

One thing more me added to that ... Actually we are forward looking forward to have a provision on the basis of which we can only Allow the User to do Full Invoicing Inspite of doing partial Invoicing ?
