unable to debrief from the Technician's Portal

Create a SR Create a Task
Assign the Resource
Schedule the Task

Log into Technician's Portal
Click on the Debrief icon and you get the following error

Error Page

You have encountered an unexpected error. Please contact the System Administrator for assistance.

Is there a role or permission I'm missing?  Any input or ideas would be greatly appreciated.
