Alert not sending email through OEM

I have set the incident rule to send email about all metric alerts. Some of the alert such as database down, session or process reaching max and tablespace full I was able to get the alert in email. While others such as listener down, invalid object does not send me email. I have configured for all metric alerts. Not sure why these two would fall through the crack. Now I am not sure where to start investigating. Could someone please shed some lights? I did try to play with the threshold setting and the number of occurrence before emailing. Some
