Patch#14679676:R12.GME.B : Forms objects did not generate successfully

Welcome to patching community !!!

Issue:

installed this ppm/patch included 22 pre-req. patches.

There are some problems:
1) When I installed pre-req NLS patches, there is error:

The following Oracle Forms objects did not generate successfully:

wsh forms/VN WSHFSTRX.fmx

wsh forms/TH WSHFSTRX.fmx

wsh forms/ZHS WSHFSTRX.fmx
====

Even I manually compile the forms, they are still not generated.

Do we install or use WSH module? The problem is that / US is fine, only NLS are not working.

2) When I install main patch - 14679676 generic one, there is an error:
