R12 Auto Lot Generation rules for Organization Parameters

We have configured in the organizations parameters for autolot generation at the organization level, with a 3 digit prefix, and no padding.  Users are seeing lot numbers being generated that do not appear to be sequential.

Question is, does anyone know what the rules / logic used to generate the lot number is when configured this way?
