Process Transcripts component doesn't retrieve data correctly

Hi all.  In case you don't know about this, I just wanted to share with you.  I'm working for the University of Calgary and we're at CS9 Bundle #23.  I checked up to Bundle 28 but as far as I know the fix hasn't been delivered yet.

-Menu path: Record and Enrollment > Transcripts > Batch Transcripts > Process Transcripts
-Component: SSR_RUNCTL_TSRPT


I reported this bug(SR 3-1015209021) in Nov 2009 but Oracle haven't delivered the fix. At that time, Oracle support said it would report this issue to their development team but so far nothing happened. Our users are confused about this component since it sets the field values to defaults rather than retrieves from database.
