Restart SCN is behind Applied SCN

All, I have a problem with my logical standby apply process. I have an SR open but results are inconclusive.

the restart scn has fallen very much behind the applied scn:

I suspect there is a very long transaction that has not been committed or rolled back in the primary. How can I find out what the transaction is. or if it even exists?
