Delivery numbers not sequential

When generating delivery numbers, we find they are not generated sequentially. We have 7 digit delivery numbers. Total # of deliveries =3039, yet the last 4 digits repeated itself 54 times. The expected # of repeats would be 0. Is there a profile option or setting to fix this?
