Budgetry control question in GL

In 11i (N) GL SuperUser > Budgets > Define > Organization > Assignments

Funds Check Level Column was set to NONE

In R12 (N) GL SuperUser > Budgets > Define > Organization > Assignments

I noticed that Funds Check Level, Amount Type, Boundary & Funding Budget have been moved to a new form called "Budgetary Control" in R12, and that Funds Check Level has been changed from "None" to "Advisory".

Q1. Is that appropriate. Does it has any implications in R12?
