Oracle Purchasing - PO Approval without need by date/ Promised date

We recently upgraded Oracle system from 11.5.10.2 TO 12.1.3.

It has been recently communicated from buyer community in our org that standard purchase orders can be saved and approved without entering any need by date or promised date.

Anybody knows whether this functionality was since 11i or any new functionality changed in R12.

I found one note  ID 1294049.1 from which( though implicitly saying) that PO can be approved without need by date.

But I would like to confirm the same.
