As per Metalink note 1058763.1 (Interoperability Notes EBS 12.0 and 12.1 with Database 11gR2):
<<Apply post-upgrade ECX patch

If you are on E-Business Suite Release 12.0, apply ECX Patch 9922442. If you are on E-Business Suite Release 12.1, apply Patch 9151516.

Customer needs to determine if patch 9151516 is mandatory for E-Business Suite 12.1.3 too or only for 12.1.1.
