I Expense Responsibility not available to assign

In the oracle internet expenses implementation and administration guide on page E-4 it says "Use the Expense Analysis and Reporting responsibility fo manage the expense report infomation available in Internet Expenses.  But when I go to security > user> define, this responsibility is not available for me to assign to a user.  Can anyone tell me if there are other steps i need to do or why I wouldn't be able to find this responsibility?   Thanks.
