When applying : 13890394:R12.PO.B This is the response we have received from our DBA team, please review and direct towards next course of action.

While applying patch "13890394" on PAT instance adpatch hanged at "icxmsg.ldt" file for more than 5 hours, hence failed this patch
and log file for icxmsg.ldt file says utility failed with syntax error at line number 38206 in icxmsg.ldt file, please find the details from logfile

Dumping from LCT/LDT files (/na_gcebpat_app01/apps/apps_st/appl/fnd/12.0.0/patch/115/import/afmdmsg.lct(120.1.12010000.1), /na_gcebpat_app01/apps/apps_st/appl/icx/12.0.0/patch/115/import/US/icxmsg.ldt) to staging tables
