I was advised to apply patch 13490778 to my new 12c installation of EM GC.
The directions are poor in that they don't state that the patch should be applied to all OMS, but worse than that it specifies to set the ORACLE_HOME, but there are so many homes in EMGC 12!  I had my home set to $MW_HOME/oracle_common when trying to apply the patch, but received the following error:

OPatch detects the Middleware Home as "/apps/grctl/gc12/middleware"

Applying interim patch '13055259' to OH '/apps/grctl/gc12/middleware/oms'
Verifying environment and performing prerequisite checks...
