AppsLocalLogin.jsp does not load for 10mins after bouncing apache

Hi

I bounced apache in 11.5.10.2 environment, but when i tried to access AppsLocalLogin page, it doesn't load immediately, it takes around 10 mins before i can first see the login page.  We are in ATG RUP 7 and our JDK version is 1.6.0_17

In mod_jserv.log , messages like below occurs

EMERGENCY) ajp12: can not connect to host <ipaddress>:<port>

In access_log, i am seeing few File does not exist error

Can you help me on the issue ?
