OTL: How to Populate the Effective Date Input Value for a specific Element in the Transfer from OTL

We are on 11.5.10 and use the Timekeeper forms in OTL for 5 years now.

We have existing Sick and Personal Leave Accrual Plans and with all Oracle Accrual Plans, in addition to the Hours, the formula needs the Effective Date too - for calculating Net Entitlement.

So we create an Input Value called "Effective Date" on the Leave Hours element (this is in addition to the Date Earned field - note that you cannot define the Date Earned in the Leave Accrual, so my question is not about the "Date Earned" field, that is working just fine).  For the existing plans, this "Effective Date" Input Value we defined is being populated (we assume) in the Transfer from OTL to BEE process since when we look at the BEE Batch, the "Effective Date" is populated.
