Trigger WHT based on Payment amount

Hi

I know it is possible to set WHT based on payment amount - with above example I can set 0 to 4000 at 0%; and > $4001 at 5% ... the system will only calculate WHT based on the $3000 ($7000 - $4000)

But is there a way to trigger WHT based on Payment amount e.g. Invoice amount of $7000; and during payment (any payment more than $4000) I want to trigger WHT and calculation based on the whole $7000.
