Option for changing exchange rate at the time of delivery is not enabled when there are multiple dis

 While receiving item against purchase order, the option for changing the exchange rate is not enablling. This happens only when there are multiple distributions on the line. Can somebody guide me if this is standard functionality or setup issue or is it a bug.
Will appreciate a prompt response.
