BUG#13807569, ESU JD27240, R96450 and Japan localization code with N7000261

The BUG#13807569 is fixed with the ESU JD27240. Client applied the ESU JD27240 and run R96450 to enable the Japan localization, but still could not find any Japan localization code in the N7000261. Any advice for further troubleshooting?
