Public Sector Carry-Forward process (year-end)

To what menu is the Carry-Forward process associated.  I cannot find it anywhere in the  Public Sector General Ledger Superuser menu.  Howeve , if I execute CTL L in while in the Navigator, I can select from the provided list.   This is a R12.1.3 instance
