OEM 12c Fatal Events Generated After Target Blackout Ends

We have a number of production databases that have cold RMAN backup jobs and I was trying to find a way to not generate OEM Alerts when the database is either down or in a mounted state.  So, I created some cold backup jobs that are of the multi-step variety where the steps are:

1.  emctl start blackout <sid>

2.  RMAN cold backup - shutdown immediate, startup mount, RMAN backup, alter database open.

3. emctl stop blackout <sid>

However, OEM agent monitoring still generates a fatal alerts a few seconds to a minute or so after my backup job completed and blackout ends.  How could this be?  Some sort of delay with the agent communications with database?
