Unable to deploy 2.5 on ODA_BASE VM - deploy -conf /tmp/iprd.setup will hang at step 1 "SetupNetwor

Problem Description

On the ODA_BASE virtual machine executing the command /opt/oracle/oak/bin/oakcli deploy -conf /tmp/iprd.setup will hang at step 1 "SetupNetwork"
In the trace file I've found :
