cannot attach grade ladder to employee assignment

hi everyone?
I have created my first grade ladder for our organisation but have been unable to successfully attach to the employees assignments.
grade ladder status say it was successfully created and I have not set it us the default ladder to the business.

Note is displayed at the attempt of attaching the ladder: "No List of Values found."  in the grade ladder tab on the assignment form.
