Report Builder AppCrash

Fresh installation of Forms and Reports (64 bit on Windows 2008 R2 SP1. Forms Builder works fine. Reports Builder (V11.1.2.0) crashes with faulting module CA.dll. The Reports.log file contains "REP-0001: Unable to find the Report Builder message file. Please verify your installation"

The CA.DLL e4xception is 0xc0000005 - which indicates some form of access violation.

Any ideas?
