Installing plugins

I am trying to recover oms on new host.I did software only install of 12cR2 on new host(it did not ask for plug-ins). After that  I recovered oms on new host using below command which went successfully.
 omsca recover -as -ms -nostart -backup_file /opt/app/oracle/backup


But now when I start the oms it fails with below message. I am not getting how to install plug-ins in the new OMS home. I tried

emctl start oms

Starting Oracle Management Server...
Starting WebTier...
