ORA-01005 logon denied

I am receving the following error no matter how many time i configure my dbsnmp password. ORA-01005: null password given; logon denied
As per the document ORA-01005: null password given; logon denied on one node for the cluster database [ID 1493768.1] i applied the 12.1.0.3 plugin, but the issue has not been fixed.
Did anyone had this issue with OEM 12c, if yes what will be the permanent solution for this issue.
